This national institution was established for the treatment of the insane of the Army, Navy, Revenue Marine Service and the indigent insane of the District of Columbia. All honorably discharged from the Army, Navy, and the Revenue Marine Service were also eligible to be admitted. The hospital, which also housed the St. Elizabeth, U.S. Army General Hospital, was established by Congress before the start of the Civil War.
